Past Performance

An evaluation factor measuring how well an offeror performed on prior, relevant contracts.

Past performance is an assessment of how well a contractor performed on previous contracts that are relevant in scope, magnitude, and complexity to the current requirement. Agencies pull ratings from CPARS and may request references. For new SDVOSBs without a federal track record, the government generally must assign a neutral rating rather than an unfavorable one. Building relevant past performance β€” through subcontracts, teaming, or smaller awards β€” is a core growth strategy for veteran-owned firms.
