An advance notice that a solicitation is forthcoming, giving industry time to prepare and team.
A presolicitation notice is posted on SAM.gov to alert industry that a formal solicitation is expected, often including the anticipated NAICS code, set-aside status, scope summary, and target release date. It gives contractors time to position, identify teaming partners, and prepare proposal resources before the RFP drops.
