RFP

A negotiated-procurement solicitation inviting proposals evaluated on price and non-price factors for best value.

A Request for Proposal (RFP) is a solicitation used in negotiated acquisitions under FAR Part 15. It describes the government's requirement, the evaluation factors and their relative importance, and the proposal instructions. Unlike a sealed-bid IFB, an RFP allows discussions and trade-offs between price and non-price factors (technical approach, past performance, management) to determine best value. Offerors respond with technical and price volumes that are evaluated by a source selection team.
