RFI

A market-research notice asking industry for capability and pricing information; not a solicitation for offers.

A Request for Information (RFI) is a market-research tool through which an agency gathers information about industry capabilities, pricing ranges, and potential approaches before issuing a solicitation. An RFI is not a request for offers and creates no obligation to award. Responding well to an RFI is a key business-development move for SDVOSBs: it can shape requirements, demonstrate that two or more capable small firms exist (supporting a set-aside), and put a firm on the contracting officer's radar.
