The Contractor Performance Assessment Reporting System (CPARS) is the governmentwide system in which agencies document evaluations of contractor performance on contracts above the simplified acquisition threshold. CPARS ratings (e.g., for quality, schedule, cost control, management) feed the past-performance information that source-selection teams consider on future competitions. Maintaining strong CPARS ratings is critical for an SDVOSB's ability to win follow-on and new work, and contractors may comment on ratings before they are finalized.
