Bid Protest

A formal challenge to a solicitation's terms or an award decision, filed with the agency, GAO, or COFC.

A bid protest is a written objection by an interested party to a solicitation's terms, the conduct of a procurement, or an award decision. Protests can be filed with the contracting agency, the Government Accountability Office (GAO), or the Court of Federal Claims (COFC). Timeliness rules are strict β€” protests of apparent solicitation defects must be filed before the proposal due date, and a GAO protest filed within five days of a required debriefing can trigger an automatic stay of performance. GAO decides most protests within 100 days.
