How are SDVOSB contractors rated on past performance?

Federal agencies rate contractor performance using the Contractor Performance Assessment Reporting System (CPARS). Ratings range from Exceptional to Unsatisfactory across categories including Technical, Schedule, Cost Control, Management, and Small Business Subcontracting. CPARS reports are submitted within 120 days of contract completion and at least annually for multi-year contracts. These ratings directly affect future proposal evaluations.
