Self-Certification

A firm's own representation of socioeconomic status; no longer permitted for SDVOSB/VOSB set-aside awards after the VetCert transition.

Self-certification is a contractor's representation, in SAM.gov, that it qualifies for a socioeconomic category without third-party verification. Self-certification was historically allowed for SDVOSB set-asides at civilian agencies, but it has been eliminated: as of the VetCert transition (with a grace period that ended January 1, 2024), a firm must hold an SBA SDVOSB or VOSB certification to be awarded an SDVOSB/VOSB set-aside or sole-source contract. Self-certification still applies to some categories such as small business size status, which remains self-represented subject to challenge.
