Fair Opportunity

The requirement to give every holder of a multiple-award contract a fair chance to compete for each order.

Fair opportunity is the rule that, when placing orders over the micro-purchase threshold under multiple-award IDIQs, each awardee must be given a fair opportunity to be considered. Agencies satisfy it through streamlined order-level competition, subject to limited exceptions (urgency, only one capable source, logical follow-on, minimum guarantee). Understanding fair-opportunity procedures is essential for SDVOSBs holding seats on multiple-award vehicles, since most of the dollars flow through order competitions.
