Blanket Purchase Agreement

BPA

A simplified arrangement for recurring purchases, often established against a GSA Schedule.

A Blanket Purchase Agreement (BPA) is a simplified method of filling anticipated, recurring needs by establishing 'charge accounts' with qualified vendors. BPAs can be set up under the GSA Schedule (FAR 8.405-3) or under simplified acquisition procedures (FAR 13.303). They reduce administrative effort for repeat buys and can be single- or multiple-award. Agencies may establish SDVOSB-only BPAs, giving veteran firms a steady channel for orders over the BPA's term.
