Small Business Contracting Goals

Federal law sets governmentwide goals for the percentage of prime contract dollars awarded to small businesses and specific socioeconomic categories. The statutory SDVOSB prime contracting goal is at least 3%, alongside goals for small business overall (23%), women-owned, HUBZone, and 8(a) firms. The SBA negotiates agency-level goals and grades each agency annually on its Small Business Procurement Scorecard, creating pressure that drives SDVOSB set-aside activity. The FY2024 scorecard showed governmentwide SDVOSB awards exceeding the 3% target.
