The federal government sets government-wide small business goals annually. Current goals include: 23% of prime contract dollars for small businesses overall, 5% for SDVOSBs/VOSBs, 5% for SDBs (including 8(a)), 5% for WOSBs, and 3% for HUBZone firms. Agencies are graded on achievement in their annual scorecards. Agencies that miss SDVOSB goals must explain shortfalls and submit corrective action plans. These goals create demand for SDVOSB contractors.
