What is the best-value continuum in federal source selection?

The best-value continuum is the range of source selection approaches between purely price-based (LPTA) and purely technical merit-based evaluation. Contracting officers select an approach based on the complexity of the requirement. Tradeoff analysis allows paying more for a technically superior proposal. SDVOSBs with strong technical capabilities and past performance fare better in tradeoff-based competitions than in pure LPTA environments.
