Veterans First Contracting Program

The VA's statutory priority that requires considering verified SDVOSBs and VOSBs ahead of other categories.

The Veterans First Contracting Program, established by 38 U.S.C. § 8127, requires the Department of Veterans Affairs to give priority to verified SDVOSBs and VOSBs in its procurements. Within the VA, the order of priority places SDVOSBs first, then other VOSBs, ahead of other small business socioeconomic categories. The program is the reason VA spends a far higher share of its dollars with veteran-owned firms than any other agency, and it underpins the Kingdomware Rule-of-Two holding.
