The VA must give priority to SDVOSBs and VOSBs under the Veterans First Contracting Program (38 USC 8127-8128). VA contracting officers must conduct market research to find SDVOSBs before using other small business programs or full-and-open competition. The VA has separate sole-source and set-aside thresholds, and SDVOSB certification through SBA VetCert is required for all VA SDVOSB set-asides.
