For SDVOSB service contracts, the prime must perform at least 50% of the cost of the contract incurred for personnel. 'Similarly situated' subcontractors — those that also qualify as SDVOSBs under the same NAICS code — count toward the 50% as if they were employees of the prime. This allows SDVOSBs to team with other SDVOSBs and still meet the performance requirement collectively.
