Yes. An SDVOSB and an 8(a) firm can form a joint venture. If bidding on an 8(a) set-aside, the 8(a) firm must be the managing venturer. If bidding on an SDVOSB set-aside, the SDVOSB must be the managing venturer. Both firms could also be dual-certified β the firm that holds both SDVOSB and 8(a) status can lead under either program. Each program has separate JV agreement and performance requirements.
