How does the government monitor SDVOSB performance compliance?

Contracting officers monitor performance compliance through: reviewing monthly invoices and labor reports, conducting periodic performance reviews, examining subcontracting reports (SF-294, SF-295), and through CPARS evaluations. The SBA can also audit compliance post-award through program examinations. Non-compliance with limitations on subcontracting is grounds for breach of contract and potential debarment.
