Following the January 1, 2024 transition to SBA certification authority, SBA issued guidance clarifying the recertification cycle for the Veteran Small Business Certification (VetCert) program. All certified participants β whether originally certified by VA/CVE and migrated, or newly certified by SBA β are required to submit a full recertification application every three years.
The guidance explicitly states that updating representations and certifications in SAM.gov (the System for Award Management) is not a substitute for VetCert recertification. Firms whose VetCert certification lapses will be removed from the SBA's certified firm database and will be ineligible for SDVOSB or VOSB set-aside contracts until recertification is approved.
SBA also confirmed that 'early recertification' is permitted starting 90 days before a certification expiration date. Firms are strongly advised to begin the recertification process well in advance, as SBA processing times can range from 60 to 180 days depending on application completeness and documentation.
Additionally, firms must notify SBA within 30 days of any change that could affect their eligibility, including changes in ownership, control, management structure, or disability status documentation.
