SBA publishes all proposed and final rules in the Federal Register at federalregister.gov. Proposed rules are typically open for 30–60 days of public comment. Final rules include an effective date and amend the Code of Federal Regulations (CFR). For SDVOSB-specific regulations, the primary sources are 13 CFR Part 125 (government contracting) and 13 CFR Part 128 (SDVOSB/VOSB certification).

How does a change to SBA's size standards affect my SDVOSB eligibility?

SBA size standards determine whether your business qualifies as 'small' for federal contracting purposes. SDVOSB set-aside contracts require the business to be both (1) certified as an SDVOSB through SBA VetCert and (2) small under the NAICS code assigned to the contract. SBA will examine the protested firm's VetCert certification status. Appeals of SBA certification decisions go to the SBA's Office of Hearings and Appeals (OHA).
