NSA Cyber Operations Support — Large Contract Recompete ($22M)

The Signal

NSA is planning to recompete its Cyber Operations Support contract (currently held by Booz Allen Hamilton for 8 years, $18M value). BAH's performance is solid, but NSA is exploring "workforce modernization" — translation: they want newer talent, not legacy contractors.

Recompete expected Q3 2026 (June-July RFP).

Why This Matters

• Booz Allen is ripe for disruption. NSA explicitly stated in the FY2026 budget review that they want "mission-relevant cyber training and decisioning support" — BAH's strength is infrastructure, not decisioning.
• SDVOSB teaming is the path. This will NOT be a small business set-aside. It's full & open. But NSA is incentivizing small business subs via scoring. If you can team with a prime (SAIC, Deloitte, Peraton, etc.), you can influence the cyber operations design.
• This is a CISO play. NSA wants "defensive cyber leadership." If you have a retired NSA CISO or former CyberCom general officer, you're gold.

Teaming Opportunity

NSA will RFP this as a prime contract with subs. If you have:

• Defensive cyber architecture (not offensive)
• Government CISO or equivalent experience
• Decision-support and scenario-modeling capability

Team with one of the top-3 primes: Peraton, SAIC, or Deloitte. Pitch them: "We bring NSA-grade cyber leadership and decisioning depth. You bring scale and contracts. We own the cyber team structure."

2. Pre-RFP outreach (NOW): Call Peraton, SAIC, and Deloitte Consulting NSA cybersecurity business managers. Introduce yourself as a defensive-cyber-strategy resource.
