The Signal

National Intelligence University (NDU) manages mandatory IC-wide training on Controlled Unclassified Information (CUI) handling. The current incumbent (IC Training Partners) has held this sole-source since 2018. Contract expires December 31, 2026. ODNI has mandated that all IC-wide training contracts move to competitive procurement by FY2027.

Recompete RFP expected August 2026. SDVOSB opportunity if you can deliver virtual + instructor-led curriculum.

• Sole-source ending = new competitors welcome. IC Training Partners has held this through sole-source authority. That's expiring. Competitive procurement opens the door.
• Mandatory compliance training = stable revenue. Every IC employee must take this. High utilization, predictable demand.
• Virtual + instructor-led delivery is the key requirement. IC Training Partners currently delivers in-person only at NDU in Washington DC. NDU wants expanded virtual capability and regionally-available instructors. This is your differentiation.
• Not a small-business set-aside, but SDVOSB subs are valued. If you can deliver the curriculum, you can prime this.

Your Action

1. By June 1: Draft a prototype CUI training curriculum (5-module syllabus, virtual + in-person delivery design). Record 1 sample module on video.
2. August 1: RFP release expected. Submit a strong proposal showing:
   • "Here's our curriculum (superior to IC Training Partners)"
   • "Here's our virtual delivery model (more accessible than current in-person only)"
   • "Here's our instructor network across 5 IC field offices"
3. Proposal due September 30. Award expected December 1.
