MARSOC Communications Training β€” New Buy ($2.1M)

AgencyUnited States Marine Corps
NAICS611710
IncumbentNone β€” New Buy

The Signal

MARSOC (Marine Special Operations Command) is creating a new requirement for advanced communications tactics training. Congressional budget language (FY2026 NDAA language) allocates $2.1M specifically for this program. This is a net-new buy, not a recompete.

RFI expected April 15. RFP release June 1. SDVOSB set-aside is 90% likely.

Why This Matters

  • New money = less competition. This is not a recompete where incumbents have relationships. It's a green-field buy.
  • Congressional mandate = procurement confidence. Congress literally budgeted for this. USMC will execute.
  • Communications training has a talent shortage. If you have former MARSOC comms officers or IC signals specialists, you're competitive day 1.
  • SDVOSB set-aside. This is a training contract, and USMC is incentivized to support small business. Set-aside is very likely.

Teaming Opportunity

If you have:

  • 2+ former MARSOC communications officers OR
  • IC signals training background (NSA/CSS)
  • Curriculum design capability

You can prime this as an SDVOSB. You don't need a large defense contractor. Just you, your team, and USMC's subject-matter experts.

Your Action

  1. By April 10: File a DUNS number (if you don't have one) and verify SDVOSB status in SAM.gov
  2. April 15: RFI drops on SAM.gov. Submit a strong response showing:
    • "Here's what communications skills MARSOC operators need that they currently lack"
    • "Here's our curriculum approach (proof of concept from IC training)"
    • "Here's our team (your former MARSOC officers)"
  3. June 1: RFP release. Proposal due July 30. Proposal should be 30 pages or less (USMC hates bloat).

Timeline: 3 months to RFP. Start curriculum planning NOW. By the time RFP drops, you should have a draft syllabus.
