DIA Sources Sought: Intelligence Analysis Support Services — $42M Recompete Opening

| Est. Value | $38M–$45M |
| Anticipated Window | ~3 months |
Why This Matters
DIA's intelligence analysis and production support contract is one of the few large SDVOSB set-asides in the all-source intelligence community. The current contract — held by a Virginia-based SDVOSB joint venture — is entering its final option year, and this Sources Sought is the first public signal that recompete planning has begun. At $42M over five years, this is a flagship win for any SDVOSB with TS/SCI-cleared analysts and DIA experience.
The Sources Sought asks specifically about OSINT, GEOINT-adjacent all-source fusion, and indications & warning (I&W) support — which narrows the competitive field significantly. Firms without established cleared workforces in Northern Virginia will struggle to respond credibly.
Recommended Action
Pull the current contract's performance work statement using the PIID above. Identify 3–5 cleared senior analysts (GS-13/14 equivalent) you can commit by name in your response. Submit a capability statement by the February 7 deadline that leads with your cleared workforce size, not your corporate history. If you're short on cleared staff, contact a teaming partner this week — the RFP will likely require key personnel commitments at proposal stage.
Risk Assessment
The incumbent has 4 years of institutional knowledge and likely already has a rough draft proposal. Any challenger needs a differentiated technical approach — price-to-win alone won't work at this classification level. The biggest risk is cleared personnel availability: if you can't staff the contract within 30 days of award, DIA will exercise a transition clause that disadvantages you on future work.
