The Signal
DHS Office of Intelligence and Analysis is expanding its field office presence across 12 regions. They need on-site intelligence analysis support contractors in each region. This is a demand-driven build-out, not a replacement of incumbent work.
Sources Sought notice is live on SAM.gov (March 15). RFP release expected May 15.
Why This Matters
- Build-out contracts favor SMEs over defense primes. Lockheed and Booz Allen will bid, but DHS values regional expertise and cleared-personnel availability.
- SDVOSB teaming (or even prime) is very viable. If you have 2-3 cleared analysts in a given DHS region (Texas, California, Arizona, Florida), you can prime this.
- Regional approach = multiple contracts. DHS will likely award 8-12 regional subs. You can own one region.
Teaming Opportunity
Two paths:
Path 1 (Prime regional SDVOSB):
- If you have 2-3 cleared IC analysts in one DHS region, you can prime the regional contract. No need for a large prime.
Path 2 (Sub to large prime):
- Team with Booz Allen or Deloitte on a cost-plus arrangement. You own the analyst team; they own contracts management.

- This week: Identify which DHS regions you have cleared analysts in. Check LinkedIn for former IC folks in TX, CA, AZ, FL.
- By April 30: Submit a response to the Sources Sought notice (SAM.gov) showing:
- "Here's our regional analyst team (names, clearances, relevant IC experience)"
- "Here's what DHS analysis capability gap we would fill"
- "Here's our cost-per-analyst-month assumption"
- May 15: RFP release. Proposal due June 30.
