AFSOC Decision Support — Recompete ($5.3M)

| Incumbent | SAIC (non-SDVOSB) |
The Signal
AFSOC's Decision Support contract (held by SAIC, $4.8M, 4.5 months to expiration) is entering recompete Q2 2026 (April-May RFP). SAIC's performance is mixed. Intel sources indicate schedule slippage on scenario development and JOC support. AFSOC is actively seeking alternatives.
Why This Matters
- Incumbent vulnerability = open competition. SAIC is not a lock to renew. AFSOC is explicitly soliciting alternatives.
- Decision support = air operations planning. This is a J-3 (Operations) function. If you have former AFSOC J-3 staff or Air Force planning experience, you're competitive against SAIC on substance.
- Full & Open (not set-aside), but teaming is viable. You won't win this as a pure SDVOSB. But teaming with a large prime (Peraton, Deloitte, CACI) and owning the decision-support-operations team is the path.
Teaming Opportunity
If you have:
- Former AFSOC J-3 officer (O-4 or above preferred)
- Air operations planning and scenario-modeling background
- Track record on Distributed operations (not just traditional joint planning)
Team with Peraton or CACI as the prime. You own the decision-support team; they own the contract. Pitch: "SAIC's team is aging and burned out. We bring fresh J-3 thinking and current operational context."
Your Action
- By April 1: Contact Peraton, CACI, and Deloitte Consulting. Introduce yourself as an AFSOC decision-support SME.
- April-May: Monitor SAM.gov for RFP release. When it drops, you should already be in discussions with one of the 3 primes.
- Proposal strategy: Lead with "Here's what's broken in the current contract: scenarios are stale, planning cycles are slow. Here's how we fix that with current AFSOC doctrine and personnel."
Timeline: RFP expected April 15-May 15. Start teaming outreach by March 28.
